This is a simple rim plate by ceramist Takuya Yamamoto, who works in Kashiwara City, Osaka Prefecture.
It has a glossy finish like enamel, and is an off-white rather than a pure white vessel.
It is made using a technique called "katauchi," which uses a potter's wheel and a plaster mold.
